JC Boggs '80 Appointed by President to to the International Centre for Settlement of Investment Disputes

JC Boggs '80, secretary of Kimball Union's Board of Trustees, president of the Republican Lawyers Association and a partner in the international law firm Blank Rome LLP, was appointed last month by President George W. Bush to serve as a member of the Panel of Conciliators of the International Centre for Settlement of Investment Disputes (ICSID), the leading international arbitration institution devoted to investor-State dispute settlement. Mr. Boggs will serve a six-year term, expiring June 2014.

ICSID is an agency of the World Bank that serves as an impartial forum that attempts to broker international finance disagreements between nation-states and private corporations. There are currently 143 signatory states to the ICSID Convention. Each member state, of which the U.S. is one, is entitled to designate up to four members to the Panel of Conciliators. In addition to the appointment of Mr. Boggs, President Bush appointed White House chief counsel Fred F. Fielding, associate White House counsel William A. Burck, and deputy national security advisor David M. Price to ICSID. As evidenced by its large membership, considerable caseload, and the numerous references to its arbitration facilities in investment treaties and laws, ICSID plays an important role in the field of international investment and economic development.
